Unlocked iPhone 5 available, but it'll cost you $649 (or more)

2 hrs.

If you really want an iPhone 5 but don't want to sign a two-year agreement, there's some good news for you this Friday morning: You can now buy an unlocked iPhone 5 from Apple. There are some catches though.

For starters, the out-of-contract iPhone 5 is pricey.?While a carrier-subsidized device costs you between $199 and $399, the unlocked???but otherwise identical???iPhone 5 will set you back?$649 to $849.

On top of the painful news for your wallet, there's another annoyance:?The unlocked model being offered by Apple "only works on supported GSM networks, such as AT&T in the U.S."?

This particular phone won't run on carriers that use CDMA networks, such as Verizon and Sprint. If you are on one of those carriers, you're better off purchasing a device from them at full price and calling them to get it "country unlocked" (assuming you're intending to use it internationally).

And if you want an unlocked phone to use on T-Mobile, the only major U.S.?carrier without an iPhone, keep in mind that the device won't offer the brisk 4G LTE?data you'll see on the supported carriers. (T-Mobile is working on upgrading its network to change this though.)

If you are travelling internationally, you'll instantly be able to throw a local GSM carrier's nano-SIM into the unlocked iPhone 5 and use it with out any issues, but top speeds will vary depending on whether that carrier has a 4G LTE network or not.?(If you were to purchase a full-price device from a carrier, you'd have to wait for a certain time period before you can get it unlocked for use outside of the U.S., which can be annoying.)

The unlocked iPhone 5 model will take about a week to ship, according to Apple's website. Coincidentally, the regular, carrier-locked versions of the smartphone are now?expected to ship within the same timeframe, which is great news for folks who have been frustrated by distant estimated delivery dates.

Want more tech news?or interesting?links? You'll get plenty of both if you keep up with Rosa Golijan, the writer of this post, by following her on?Twitter, subscribing to her?Facebook?posts,?or circling her?on?Google+.

Chicago Bulls, Led By Deng, Beat Dallas Mavericks 101-78

CHICAGO -- Luol Deng had 22 points and six rebounds to lead the Chicago Bulls over the Dallas Mavericks 101-78 on Wednesday night.

Five Chicago players scored at least 11 points to help the Bulls (7-7) beat the Mavericks for the fourth straight time.

Nate Robinson came off the bench and added 14 points and six assists for Chicago, and fellow reserve Jimmy Butler scored a career-high 13, including 9-of-10 shooting from the free throw line.

Joakim Noah chipped in 13 points, 10 rebounds, five assists and three blocks as Chicago avoided its first three-game losing streak at the United Center since dropping five straight from March 1-19, 2010.

Shawn Marion scored 18 points for Dallas, which shot just 35 percent to lose for the eighth time in its last 11 games.

The Mavs (7-9), who had won 21 of its last 27 overall against Chicago, dropped to 2-6 on the road.

Both teams were coming off difficult losses. Chicago blew a 27-point third-quarter lead in a 93-92 loss to Milwaukee on Monday, while the Mavericks lost 100-98 at Philadelphia on Tuesday when O.J. Mayo missed a pair of free throws with 2.7 seconds left in the game. The Bulls had a 78-51 lead in Monday's loss before the Bucks broke off a game-changing 31-4 run.

Dallas closed within six with 2:30 to go in the third Wednesday but after a timeout, Deng buried a 3-pointer and Robinson scored on a drive to give Chicago its biggest lead, 77-56.

The Bulls staved off another round of drama in the fourth, pushing the lead to as many as 29 and never fewer than 17.

The crowd roared to life in the closing minutes as Chicago neared 100 points, meaning a free sandwich for everyone in attendance. Nazr Mohammed's dunk did the trick, eliciting a huge roar from the remaining fans.

The Bulls closed the first quarter with a 9-2 run and led by a point even though Dallas shot 55 percent from the field. Deng scored 12 points in the period, while Dominique Jones racked up six points and three assists for the Mavericks.

Chicago's reserves keyed a second-quarter spurt to open up the game. After Rodrigue Beaubois' 3 cut the lead to 31-28, Chicago went on a 13-0 run and outscored Dallas 18-2 over the next 4:40.

Robinson keyed the spree with 10 points and four assists in the period. The Bulls outscored the Mavericks 16-4 from the line in the first half, getting whistled for just four fouls to Dallas' 13. Chicago led by as many as 19 in the quarter and was up 58-42 at the break, led by Deng's 14 points. Marion led Dallas with 12 points.

Dallas leading scorer Mayo was held to a season-low four points on 2-for-9 shooting. He entered the game averaging 20.8 points and had scored in double digits in each of the Mavs' first 15 games.

NOTES: Mavericks G Darren Collison was inactive because of a sprained right middle finger. The point guard has struggled recently in his first season with Dallas, shooting 35 percent over his last seven games and averaging 3.0 turnovers per contest. Collison started 14 of Dallas' first 15 games, coming off the bench for the first time this season in Saturday's loss to the Philadelphia 76ers. He has been replaced in the starting lineup by third-year point guard Dominique Jones. ... Both teams took the floor with its best players still rehabbing from knee surgery. Neither Chicago's Derrick Rose (left knee) nor Dallas' Dirk Nowitzki (right knee), both former NBA MVPs, were at the game. . Mayo is averaging 24.3 points on 52-percent shooting at home, but just 15.3 points on 40.6 percent shooting on the road.

World's Most Expensive Lego Is Ultra Rare Brick Made From Solid Gold (PHOTO)

This must have been one amazing employee appreciation gift.

BrickEnvy, an online store that sells collector Lego sets, has recently come into possession of what is perhaps the world's most expensive Lego.

The brick is the same size and shape as an original 2x4 Lego brick, and is made from 25.65 grams of 14K gold, according to BrickEnvy's website, which lists the selling price as $14,449.99.

Apparently, the piece -- which never hit toy store shelves -- was briefly given out as a thank you gift. CNET reports that between 1979 to 1981, a very select few company partners and longtime employees were given the bricks for years of service to the company.

Founded in 1932 by Ole Kirk Kristiansen, Lego Group is now the world?s fourth-largest manufacturer of toys, according to its website.

Lego lovers who don't feel like coughing up $14,000 can always fall back on the company's somewhat more reasonable sets, including the cool throwback "Star Wars" scenes, that were rolled out this summer.

Santa or Scrooge: The Pulse of Small Businesses This Holiday ...

Whether a small business is generous or a little penny pinching during the holidays usually depends a lot on how well the company did for the year. If you had a great year, it?s easy to get in the holiday spirit and give clients and employees gifts. But if you didn?t fare as well as you projected for the year, it might be more difficult to appear generous when everyone else is in the giving mood.

office party

American Express OPEN reports each year on where business owners are in terms of gift giving, employee bonuses and holiday parties. In the 2012 Small Business Holiday Monitor, we see that small businesses want to show their appreciation of employees and clients, even if they don?t have large budgets.

Showing Appreciation to Employees

The majority of businesses surveyed plan to acknowledge their employees in some way at the end of the year.?The good news for employees is that 35% of small business owners plan to give an end-of-year bonus, up from 29% in 2011. But even if you can?t afford to give each of your staff a bonus, there are plenty of other ways to show your appreciation:

  • Employee gifts
  • Holiday party
  • Group activity
  • Time off
  • Gift cards

The purpose in using any of these techniques is to let your staff know that you recognize the hard work they put in for your company. Sure, they would all love to get a $5,000 bonus at year end, but if it?s not in the budget, they?ll understand.

Budgeting for Client Gifts

Another component of the holiday season is often giving?client gifts. Small business owners are spending slightly more this year than in the past: last year 43% of small business owners bought their customers gifts, spending an average of $827, while this year, 51% of small business owners will spend about $958 on gifts for their clients.

Interestingly, the highest budget that the?Small Business Holiday Monitor recorded for client gift spending was in 2007, when the average was $1,483. It?s clear the recession has had an effect on this budget ever since.

Celebrations and Donations

For small business owners that identified more as a ?Santa? rather than a ?Scrooge? when it comes to generosity this holiday season, more will be hosting holiday parties, though spending slightly less than in the past. More than half of entrepreneurs will donate to a charity this year, through monetary donations, in-kind contributions or time donations.

Whatever your budget, find ways to show your appreciation of both your staff and your clients. Even something as simple as a holiday card can be enough to show your gratitude, and hosting a staff potluck can be a cost-effective way to add a little festivity to your office.

More omnivore dilemmas: Seasonal diet changes can cause reproductive stress in primates

ScienceDaily (Nov. 28, 2012) ? When seasonal changes affect food availability, omnivores like blue monkeys adapt by changing their diets, but such nutritional changes may impact female reproduction, according to research published November 28 in the open access journal PLOS ONE by Steffen Foerster from Barnard College, and colleagues from Columbia University and the Smithsonian Institution.

The authors found that levels of fecal glucocorticoids (fGC), a stress marker, increased when female monkeys shifted their diet towards lower quality fallback foods, whereas the levels decreased when the monkeys had access to preferred foods like insects, fruits and young leaves.

They also found that lactating females and those in the later stages of pregnancy showed greater increases in the stress marker than females who were not in these stages of reproduction. According to the authors, their results suggest that these seasonal changes in food availability may affect inter-birth intervals in these primates, and also affect the timing of infant independence from mothers.

Foerster adds, ""While it was interesting to find that even subtle changes in dietary composition may have strong effects on female reproductive decisions, it is equally noteworthy that social stress was almost entirely absent from blue monkey societies. Our study makes the point that integrating behavioral, ecological, and hormonal measures can reveal adaptive behavioral and reproductive strategies that would otherwise be difficult to discern."

Breast Cancer Screenings

By Kate Randall:

In an opinion piece in the November 21 edition of the?New York Times, H. Gilbert Welch, M.D., M.P.H., writes that regular mammography screenings to detect breast cancer are ?not all they?re cracked up to be.? The appearance of the column coincided with publication of an?article in the?New England Journal of Medicine?(NEJM) co-authored by Welch and oncologist Archie Bleyer, M.D.

Dr. Welch is a professor of Medicine at the Dartmouth Institute for Health Policy and Clinical Research, and a regular op-ed contributor to the?Times. His numerous submissions have included columns such as ?Overdiagnosis as a Flaw in Health Care? and ?What?s Making Us Sick Is an Epidemic of Diagnoses,? which contend that Americans are undergoing costly, unnecessary tests and procedures that are doing more harm than good.

His latest column, titled ?Cancer Survivor or Victim of Overdiagnosis?,? argues that American women are being victimized by overzealous breast cancer screenings, leading to overdiagnoses and harmful, unnecessary treatments?all with a ?limited impact on breast cancer mortality.?

As noted on the Dartmouth medical school?s web site, ?Dr. Welch?s research has focused on the problems created by medicine?s efforts to detect disease early: physicians test too often, treat too aggressively and tell too many people that they are sick.? In particular, he has taken aim at what he claims is overutilization of cancer screenings?not only for breast cancer, but for melanoma, thyroid, lung and prostate cancer.

The principal theme of Welch?s November 21?Times?column?and the NEJM article?is that breast cancer screenings in the US over the past three decades have led to an overdiagnosis of early stage breast cancer. He asserts that more than a million women who received such diagnoses ?underwent surgery, chemotherapy or radiation?for a ?cancer? that was never going to make them sick.? His conclusion? Women and their health care providers should question the value of screening for these cancers.

Welch notes that the research published in the NEJM article shows that about 1.5 million additional women received a diagnosis of early stage breast cancer as a result of mammography screenings. But he laments that the research ?found that there were only around 0.1 million fewer women with a diagnosis of late-stage breast cancer.?

A table in the NEJM article shows that, according to the data studied by the authors, an estimated 67,000 fewer women have been diagnosed with late-stage breast cancer as a result of screenings. However, the authors do not consider this reduction in late-stage cancer diagnoses to be statistically significant to support routine mammography screenings.

The?Times?column also refers to three investigations in Europe in the last two years that showed ?mammography has either a limited impact on breast cancer mortality (reducing it by less than 10 percent) or none at all.? Translated roughly to US mortality rates, cancelling out a 10 percent reduction in mortality would mean that an additional 4,000 women would die each year from breast cancer if they did not undergo mammography screenings.

In addition, by Welch?s own admission, ?it?s impossible to know which women? who received an early stage diagnosis of breast cancer and underwent treatment might have contracted an advanced stage of the disease if they had not undergone screenings. Apparently, their health and lives are also not statistically significant.

As with other calls for a halt to ?unnecessary? screenings and treatments?for prostate and cervical cancers, for instance?surgery and chemotherapy carried out after a positive diagnosis, and any resulting negative effects, are equated with the screenings themselves. With any diagnosis, patients should consult with their physicians about the appropriate course of treatment. In the opinion of Welch and the other charlatans railing against cancer screenings, however, ignorance is bliss and women would be better off if they had no knowledge of their early stage cancer.

The NEJM article notes that over the past three decades, among women 40 years or older, ?deaths from breast cancer decreased from 71 to 51 deaths per 100,000 women?a 28 percent decrease. This reduction is probably due to some combination of the effects of screening mammography and better treatment.?

Although the authors write that ?screening mammography might be responsible for as little as 28 percent or as much as 65 percent of the observed reduction in mortality,? they assert that screenings? contribution to this reduction is small, and that most of it is a result of better treatments. Welch writes in the?Times, ?Our therapies for breast cancer are simply better than they were 30 years ago.?

Welch maintains rather that the overdiagnosed victims of breast cancer screenings are being inflicted with ?some pretty serious harm,? although neither he nor the NEJM article specifically explains the disabilities, suffering and mortality rates associated with what Welch refers to as ?pre-emptive mammography.? (As an aside, isn?t ?pre-emptive? diagnosis of a potentially fatal disease precisely the point?)

He goes on to disparage women whose lives may have been saved through regular screenings. ?The truth is,? he writes, ?those survivors are much more likely to have been victims of overdiagnosis.? If Welch admits that it is impossible to tell who might live without receiving this ?unnecessary? early treatment, isn?t the fact that these women are alive an argument for regular screenings?

The appearance of Welch?s op-ed piece in the?Times?and the newspaper?s implied agreement that routine breast cancer screenings cause harm are in line with the?Times??years-long campaign contending that people in the US are receiving too many screenings, treatments and procedures, and that major cuts can be made in health care costs without negatively affecting patient care.

Such cynical arguments formed the basis of the?Times? support for the Obama administration?s health care overhaul, which was signed into law in March 2010. In reality, the Affordable Care Act has nothing in common with providing improved health care for working people.

In the aftermath of the 2012 elections, such crude arguments based on shoddy science?questioning the value of breast cancer screenings and other vital medical tests and procedures?are aimed at supporting even deeper cost-cutting measures for the government and corporations at the expense of the health and lives of ordinary Americans.

Durham County family loses Christmas presents and keepsakes in ...

Tracy Allen tears up as she talks about a recent home break-in.

Thieves involved in a crime spree in one Durham County neighborhood are targeting people's holiday gifts. As many as eight homes off Milton Road have been broken into in recent weeks. Sunday, deputies with the Durham County Sheriff's Department set up a drivers license checkpoint on Milton Road to try and find the perpetrators behind the crimes.

Tracy Allen is one of the victims. Allen and her three children went out for lunch Saturday afternoon, only to come back just an hour later to find her side metal door bent and the door frame torn apart. Thieves broke in and turned her bedroom upside down in search of presents.

She believes someone may have been casing the house and waiting for her to leave. They made off with hundreds of dollars in wrapped gifts, including DVDS, jewelry and a digital camera. What's worse, they also took Allen's deceased grandmother's jewelry box. While the other items can be replaced, that jewelry box cannot.

"I don't care about the presents. I really don't," Allen said, sobbing. "Keep them, but just bring the jewelry box back, the jewelry back. Just set it on the porch. I won't ask any questions. I won't call anybody. Just bring it back, because that's what means the most to me."

Anyone with information in these recent home break-ins should call the Durham County Sheriff's Office.

Website Design for All Shapes and Sizes

The development of devices and social media over the last ten years has made the online world available to anyone, anywhere, and the demand for it is ever increasing as mobile technology offers better devices and connection speeds every year.? People now have easy access to websites through phones, tablets, laptops, PCs, workstations, and games consoles.? Due to the surmountable increase of people browsing in the net, this has produced a major challenge for web designers to enhance websites for better view results.? What looks great on a desktop screen can look awful or does not even work on the 3- inch screen of a mobile phone.? How the Web is design community responding to this, and is it possible to have a great looking website that works across the whole range of devices and different screen sizes?

The initial response was to start designing separate websites for each device.? Therefore, if you were logging on with an iPod you were actually viewing a different set of web pages than you would have seen had you been using your laptop.? However, the said option implies a lot of work, and still limits the number of devices that will provide a good view of that website.? You could end up with the web designer having to produce six or more versions of the same website, and this does not even take in to account what happens when a new device, with a different sized screen, hits the shops.

A new approach is needed, one which provides a general solution both for future devices and the full range of existing devices.? Traditionally, websites are unique in design and built in a fixed way, and when a device displays that site, the browser shows it as best it can.? This means that when a smaller device like a Blackberry tries to show a web page that has large pictures with text wrapped around it moves the elements around and the design is often lost.? Web developers recognize the device that the web page loading and viewing vary in many devices thus, to adjust the layout of the elements that make up the page accordingly.? To make this work, new website design software is in play, and web designers are just getting their grips with this new approach.? However, this approach will become the standard website design foundation.

The development will also lead to new thinking about page designs, as it is no longer a case of just mocking up ideas on a workstation screen and seeing what looks good.? The website pages will have to look equally good whether they are seen large or small, portrait or landscape, and a single design will no longer meet all the requirements.? A modular approach is a wise choice, where each page comprises of a number of elements, arranged differently according to the device and orientation used.? The web design ?must be flexible in a way that has not been workable until now.

The industry has to come to grips with "flexible images" and "fluid grids", "media queries" and "responsive type settings.?? Responsive web designing is a new technical jargon of the tools that allow designers to create websites in a responsive way.? The software that makes responsive design possible is already available and improving as the techniques are becoming better.

Oakland University post-masters alumnus Yannick Greiner was honored with the Individual Platinum Award from the Marketing and Sales Executives of Detroit for his work marketing Rugged Liner products internationally.

?I was surprised, overjoyed and proud,? Greiner said. ?I gave a quick speech about the growth of international sales. I was very flattered and happy to receive the award. It?s a great personal feeling for a first generation immigrant to receive an award in my adopted country.?

After joining the company in 2010 and expanding their sales from domestic to international, Greiner was nominated for an MSED Platinum Award by the Department of Congress this year.

Greiner has been on the Michigan District Export Council since 2005 and said international marketing is his specialty, which was enhanced by his studies in OU?s post-masters program.

He studied in undergraduate and masters programs in France before moving to Rochester, but his work here helped him develop his skills further, while remaining in the workforce.

?There is a high quality of research and learning experience at OU,? Greiner said. ?At the time I was looking for a program to fit around my schedule while working. The program was perfect ? the best combination while you have a job.?

The International Business Post-Masters program requires five business classes as students ?brush up on skills they already have, coming back to learn the academic side, foundation and fundamentals,? and provide mentoring to other students, according to Janell Townsend, associate professor of marketing.

?The post-masters programs are one of the best kept secrets in the business school,? Townsend said. ?The people who get in love it.?

Townsend invited Greiner to speak to one of her international business courses about his work. He brought his experiences back to OU by speaking to other international business classes about his work with Rugged Liner.

She said his experiences with expanding Rugged Liner to more locations reinforced the subjects she discussed in class.

?He grew the business really fast,? Townsend said. ?He?s a really good guy, always phenomenally nice. It?s great that he?s willing to give back by sharing his experience with the students.?

Greiner said that after the recession, most businesses will need to be international. When he began working for Rugged Liner, the Owosso, Mich. company produced auto supplies domestically.

Rugged Liner planned on expanding to international and with Greiner?s knowledge and experience, was able to make that happen. After his efforts, the company is now an OU Tier 1 supplier, according to Scott Williamson, Rugged Liner president. They currently export to over 50 countries including areas of Mexico, South America, Europe and Asia. ?

In his three years working for Rugged Liner, Greiner increased the company?s growth by thirty-five percent with his expansion into international sales.?

MSED awards two Platinum Awards for business ? one individual and one team. The criteria includes ?overcoming obstacles in order to achieve success, utilizing creative marketing and/or sales ideas or approaches, exceeded business goals, impacted business and/or industry, exhibited exemplary teamwork, or leadership as an individual and significance of accomplishments, based on financial scope and magnitude,? according the company?s website.

After being interviewed, the nine nominees met with a board, waiting until that evening at the Gala for the winner to be announced.

?I believe Yannick?s passion for international business along with his ability to connect, develop and cultivate business relationships with our international customers are some of his predominant qualities,? Scott Williamson, Rugged Liner president, said. ?He lives and breathes international sales. At a time where exports play an increasing role in American companies and for the U.S. Economy, his dedication, commitment and results in international business made him the perfect recipient for the 2012 MSED Platinum Award.?

Pope appoints six cardinals who will elect his successor

VATICAN CITY (Reuters) - Pope Benedict made six non-European prelates Roman Catholic cardinals on Saturday, chipping away at the old continent's domination of the elite group that will one day elect his successor.

The new cardinals, ranging in age from 53 to 72, are from the United States, India, Nigeria, the Philippines, Lebanon and Colombia, and the decision to choose no Italians or Europeans looked like an attempt to counter criticism that he has in the past neglected the needs of the developing world.

Elevating the new "princes" in a solemn ceremony known as a consistory in St Peter's Basilica, Benedict said his appointments reflected "that the Church is the Church of all peoples".

"She speaks in the various cultures of the different continents ... amid the polyphony of the various voices, she raises a single harmonious song to the living God," he said in his sermon.

The new cardinals are American Archbishop James Michael Harvey, Baselios Cleemis Thottunkal, a major archbishop of the Syro-Malankara rite in India, Archbishop Ruben Salazar Gomez of Bogota, Archbishop Luis Antonio Tagle of Manila, Beatitude Bechara Boutros Rai, patriarch of the Maronite Catholic Church in Lebanon, and Archbishop John Olorunfemi Onaiyekan of Abuja.

All six are "cardinal electors," those under 80 years old and therefore eligible to enter a conclave that will one day choose Benedict's successor.

Benedict gave the new cardinals their ring and traditional red "biretta," or hat. He reminded them that they wear red vestments because they must be ready to defend the faith "even to the shedding of your blood".

The pope is a conservative on matters of faith and sexual morals such as birth control, homosexuality and the ban on women priests. Each time he names cardinals he chooses men who share his views and can shape the Church's future.

Cardinals are the pope's closest aides in the Vatican, where they run its key departments, and around the world, where they head dioceses to administer the 1.2 billion members of the Roman Catholic Church.

NO ITALIANS, EUROPEANS

Benedict was criticized in some Church circles last February when, in choosing his previous batch of cardinals, he elevated many from the Vatican's central bureaucracy. He was accused of neglecting the needs of the developing world.

But significantly, this time, there were no Europeans or Italians, groups who loomed large in past consistories.

With 62 cardinals electors, Europeans still have a slight majority in the 120-member group, but their numbers have shrunk to be about even with the rest of the world.

There are now 58 non-European electors and of them, 14 are from North America, 21 are from Latin America, Africa and Asia have 11 each and Australia has one.

Two of the new cardinals, Boutros Rai, 72, of Lebanon, and Onaiyekan, 68, of Nigeria, are from countries with significant Muslim populations.

The pope's decision to raise the two to the highest rank in the Church short of the papacy indicates his concern for relations between Christianity and Islam.

The pope visited predominantly Muslim Lebanon last September and called on members of both faiths to work together to build peace in the Middle East and beyond.

In Nigeria, which is about 50 percent Muslim, the Islamist sect Boko Haram has killed hundreds of people in attacks since launching an uprising in 2009. Many of the attacks have been on Christians and churches.

Thottunkal, 53, the Indian, is on the front line of inter-religious dialogue with Hinduism.

The other two, Gomez, 70, of Bogota, Colombia, and Tagle, 55, of Manila, come from predominantly Catholic countries.

Benedict has now named 67, or more than half, of the cardinals who will elect his successor from among their own ranks. The other 53 were named by Pope John Paul.

The pope's health appears to be good but he has been looking frail recently and has started using a cane.

Popes usually reign for life but in a book in 2010, Benedict said he would not hesitate to become the first pontiff to resign in more than 700 years if he felt no longer able "physically, psychologically and spiritually" to run the Catholic Church.

Harvey, the 63-year-old American, was the prefect of the Pontifical Household. He arranged the pope's schedule, including private and public audiences, and looked after world leaders visiting the Vatican.

He is now becoming the archpriest of the Basilica of St Paul's Outside the Walls in Rome.

In his previous post, Harvey was in charge of the pope's former butler Paolo Gabriele, who was convicted last month of stealing papal documents and leaking them to the media.

When the names of the new cardinals were announced last month, a spokesman denied that the promotion of Harvey was a means of removing him because of the scandal.

Cyprus 'very close' to signing bailout deal

NICOSIA, Cyprus (AP) ? Cyprus is "very close" to signing an agreement with potential creditors for a bailout to support its troubled banks and pay its bills, the crisis-hit country's president said Thursday, easing concerns over how the talks were faring that sapped confidence in the economy.

President Dimitris Christofias said that the "very limited" number of differences that remain could be bridged "very soon."

The statement comes a day after Cypriot officials wrapped up a third round of negotiations with officials from the European Commission, the European Central Bank and the International Monetary Fund, collectively known as the troika.

"Following tough negotiations with the troika and always bearing in mind the difficult situation that our country now finds itself in, we are very close to signing a memorandum with the troika," Christofias, who is in Brussels for a European Union budget summit, said in a written statement.

Christofias didn't specify which issues remain unresolved, but Cypriot officials, speaking anonymously because of the sensitivity of the negotiations, said they include how proceeds from offshore natural gas finds are managed, the privatization of profitable, state-owned companies and the state's contribution to workers' pension fund.

The statement was greeted with guarded relief in the country which was hit on Wednesday by another two-notch credit rating cut. Finch sank Cyprus deeper into junk status amid worries over a weakening economy projected to shrink by over 2 percent of gross domestic product next year.

Cyprus asked for international aid in June to prop up its banking sector ? which has total assets with an estimated value of eight times the size of the country's ?18 billion ($23 billion) economy ? that took huge losses on bad Greek debt and loans.

The overall size of the bailout is estimated to hover between ?13-17.5 billion ($16.6-22.4 billion) depending on the exact amount that the banks will need to recover. Finance Minister Vassos Shiarly said that amount won't be known before consultancy firm PIMCO and auditors Deloitte which are currently pouring through the banks' books, come up with a preliminary figure early next month.

Shiarly said apart from the banks' needs, the bailout will include ?6 billion ($7.7 billion) to refinance the country's debt and another ?1.5 billion ($1.9 billion) to cover fiscal deficits over the bailout's four-year implementation period up to and including 2016.

He said if a bailout agreement is signed in the next few days, it could be discussed by ministers from countries that use the euro when they meet on Dec. 3. A first bailout installment could be paid out six weeks after that once the deal clinches parliamentary approval from Cyprus' eurozone partners, said Shiarly.

Cyprus has been unable to borrow from international markets for over a year and faces a year-end cash crunch, but Shiarly said the government is working to ensure that all salaries will be paid.

Shiarly submitted the country's 2013 budget to parliament Thursday, which he said incorporated provisions that have already been negotiated with the troika.

" Negotiations with the troika are continuing and it's possible that there could be additional amendments so that the final picture of the budget for 2013 may be slightly different than what we now have in front of us," Shiarly said.

Shiarly didn't say what those provisions are, but officials privately say they include steep cuts to public sector salaries and a raft of tax hikes.

The finance minister said the 2013 budget projects a fiscal deficit of around 4.4 percent of GDP.

Realty Times - Foreclosures Selling Near, At Traditional Listing Prices

Remember double-digit discounts on foreclosure properties?

Fuhgedaboudit.

Homebuyers in September enjoyed only a 7.7 percent discount on bank-owned properties compared to 9.1 percent a year ago and nearly 24 percent in August 2009 when the housing market was at its worst.

Dwindling supplies in both the traditional market and the distressed market has narrowed the gap, according to a Zillow analysis.

That means if you waited to buy a home, for whatever reason, you'll soon pay as much for a distressed property as you pay for a traditional sale.

Rethink that waiting strategy.

"The smallest foreclosure discount is found in places where competition for homes is so high, people there are willing to pay the same amount for a foreclosure re-sale that they would for a non-distressed home simply to take advantage of historic affordability," said Zillow Chief Economist Dr. Stan Humphries.

"Additionally, in areas such as Phoenix and Las Vegas, where not long ago one out of every two homes sold was a foreclosure re-sale, buying a foreclosure is no longer just for investors," Humphies added.

Zillow said some of the same areas hardest hit by foreclosures during the housing crisis were areas where the price gap between foreclosed and non-foreclosed homes were the smallest in September.

Take Phoenix and Las Vegas where there was no difference, Sacramento, CA (0.7 percent difference) and Riverside, CA (a 1.8 percent difference).

Larger discounts can still be found in Pittsburgh (27.4 percent), Cleveland (25.8 percent), Cincinnati (20.2 percent) and Baltimore (20 percent), but those areas are shrinking.

The culprit is low inventories due to sellers staying out of markets that don't pencil and fewer distressed inventories.

Sellers who can't sell at least for the balance of their mortgage, plus the cost of the transaction, but who can still afford to pay the mortgage, simply aren't coming to market.

The latest Campbell/Inside Mortgage Finance says its market sources believe major banks are keeping many REO properties off the market this year, with traditional seller-hopes for getter more next year and that's contributing to fewer homes for sale, resulting in higher prices on all homes.

Campbell's HousingPulse Distressed Property Index (DPI) for October tracked the share of distressed properties in overall home purchases. It fell to 38.6 percent in September, a record low.

September was the fifth month in a row that the DPI fell and is now down more than 10 percentage points from the near-record-high 48.7 percent level recorded in February this year.

Zillow said those year-over-year foreclosure discounts fell in roughly three-quarters (76.9 percent) of metro areas analyzed, and all metros are down from their peak - more than 30 percent in some areas.

Given the Zillow study reflects September prices, the "How much can I save by buying a foreclosure?" may be moot now that it's November. The market may already have achieved an equilibrium in distressed properties vs. traditional listings.

Zillow also says because foreclosed homes tend to be smaller and in lower-priced locations, prior research tends to overstate the discount on foreclosures relative to non-foreclosures.
